The report given by “Science and China” speaking group of academicians was held in academic hall of ISL in the morning on September 9.This report was co-hosts by Chinese Academy of Science, Publicity Department of the Communist Party of China, Ministry of Education and Ministry of Science and Technology of the People’s Republic of China, Chinese Academy of Engineering and China Association for Science and Technology, etc, and undertook by ISL, Qinghai Science & Technology Department and Academic Divisions of the Chinese Academy of Sciences. Academicians Changming Liu and Peiheng Wu gave us two reports named “Discussion on several issues and countermeasure of water security in China” and “Cultivate innovative talents, struggle for innovation drive”, respectively. The report was presided over Dongping Duan deputy director of ISL.
Academician Liu gave speech from several aspects: water security situation and major issues in China, party and state leaders’ deeply concern for water security in China and several studies on water security issues. He emphasizes that China has a very prominent problem on water at first. Chinese water security faces more and more risk and challenge with global change and rapid economic development. He introduced water circulation, basic characteristics of Chinese water regime, comprehensive research framework of water problem related to economic and social development and evaluation of water resource. Then he introduced measures on guarantee water safety from four aspects: water supply engineering, three routes of South-to-North Water Diversion, agricultural water saving system engineering and construction of sponge city.
Academician Wu’s report centers on “What is innovation, How to cultivate innovative talents, How to cultivate young peoples’ innovation”. He points out that innovation can be divided in three aspects: digestion, absorption and inheritance previous achievements, dare to think things that predecessors has not thought and put forward ideas and insights that predecessors has not put, confirm these ideas and assumptions fit facts or not though inspection of rigorous theory and practice. Innovative talents should have broad academic vision, nuanced observation ability and high professional sensitivity. Young should have a solid professional foundation, withstand and learn from failures and setbacks, when cultivate innovative ability.
